The dual-track pattern
By September 2026 the Chinese frontier labs have settled into a recognizable structure: most ship open weights for at least one flagship, while keeping a separate — often more capable — API-only product. The interesting question is not “open or closed” but where the two tracks diverge. They diverge in four concrete ways.
Divergence 1: the open model is not always the API model
Alibaba is the clearest case. Its open release, Qwen3.8-2.4T-A95B, has a 262,144-token context and is text-only and thinking-only. Its API flagship, Qwen3.8-Max, has a 1M-token context and accepts image and video input. A team that downloads the open weights to “get Qwen3.8-Max on-prem” gets a materially different product. DeepSeek inverts the pattern: both V4-Pro (1.6T total / 49B active) and V4.1-Flash (552B / 8B active on input) ship MIT open weights, and V4.1-Flash is also the standard API model (deepseek-flash), with V4-Pro deprecated. Here the open and API products largely coincide — but they are different sizes aimed at different tiers.
Divergence 2: license fragmentation
“Open weight” is not one legal category in this ecosystem. The database records at least four distinct regimes:
- MIT: DeepSeek-V3.2, V4-Pro, V4.1-Flash — least restrictive.

A license permissive at your scale may not be permissive at your customer’s scale. The thresholds cluster around $20M revenue and 100M MAU — the point at which a deployment becomes commercially material.
Divergence 3: pricing economics
Open weights are not free. The database lists API flagships from $0.15/$0.60 per 1M tokens (DeepSeek-V4.1-Flash off-peak; GLM-5.3-Flash at $0.15/$0.50) up to $6/$30 (Doubao Seed 2.1 Pro). Self-hosting an open model only wins at steady, predictable volume where GPU costs amortize below API prices — and the buyer then carries quantization quality, serving reliability and the license’s revenue triggers.
Divergence 4: who stays closed
Not every lab opens everything. ByteDance’s Doubao Seed 2.1 Pro is proprietary and API-only in the database. Moonshot keeps Kimi K2.7 Code (262,144-token context) API-only with open_weight null, while Kimi K3 is open. MiniMax’s M3 is open under the community license. The closed, API-only products tend to be the ones with media (vision/video) input — the capability the open releases most often omit.
What this means for adopters
The dual-track structure gives adopters a real menu but demands two checks before choosing: (1) is the open model the same product as the API model you evaluated, and (2) does the license survive your scale and your customers’ scale.
